Following Election, GOP Continues Growth as Democratic Party Falls

NOTE: This report does not include voter share changes for legislative districts or individual rural counties.

November voter registration shows the Republican Party continuing to record voter share growth while the Democratic Party share continues to fall. Voter share also is rising for the Independent American Party and other minor parties while Non-Partisan voter share also has begun to fall slightly. Changes are notable among younger voters.

Election Time – Dems Falls Below 30% Voter Share, GOP Makes Big Jump and NP Drops

In the general election, party affiliation does not play a role in one’s ability to vote for candidates. However, that did not stop voters from expressing party preference in October.  The Democratic Party fell below 30 percent voter share for the first time, the Republican Party registered significant gains across the board, and Non-Partisan share, while still the largest share statewide, in Clark County and among voters 18 to 54 years of age took a corresponding hit.

Two questions come to mind. How will these changes impact the results? Will we continue to see similar changes in voter share after the election?

Non-Partisan Voter Share Drops Among Younger Voters, GOP Gains

Voter registration numbers for September showed something interesting, something I do not remember seeing right before a general election since I have been doing these reports. Non-Partisan voter share dropped among voters 18 to 34 years of age as well as in Washoe County, and the rurals.

Among the group of younger voters, Non-Partisan share decreased 0.30%. At the same time GOP share in that group increased 0.20%. In Washoe County, NP share fell 0.28% while minor party (other) gained 0.27% and in the rural counties, NP down 0.35%, minor party up 0.22%.

Though these changes are noteworthy, they did not impact the standing of Non-Partisan as the largest voting group in the state.

With An Almost Four Percent Drop In Active Voters, Non-Partisan Still On Top

With the switch to the top-down voter registration system and a major voter roll maintenance taking place, the secretary of state delayed release of August numbers; they checked and double-checked to ensure accuracy, finally  posting on August 11th. The result of the maintenance effort was a drop of almost four percent (3.79%) in active voters. Party losses of actual voters and voter share reflect that.

Even with the adjustment, the trend remains unchanged. Non-Partisan voters are still the largest group of voters.

Average non-major party voter share counties is now 33.19 percent. There is just over one month until early voting begins. This month will give us a good indication of what voter share will be as Nevadans head to the polls.

Decrease in Active Voters in Washoe and Rural Counties Impacts Voter Share

A loss of active voters in Washoe and the rural counties July, possibly caused by voter roll maintenance, allowed both the Democratic and Republican Party to gain voter share with Non-Partisan losing share. The same did not hold true statewide, in Clark County, and across the age demographics with both major parties continuing to lose voter share and Non-Partisan gaining. The Independent American Party also registered slight gains in voter share. How much of that was voters believing they were registering as independent (Non-Partisan) is unknown.

That did not alter the party standings; Non-Partisan continues to be the leading group of voters statewide, in Clark County, and among voters 18 to 54 years of age with the combined share of Non-Partisan and minor parties leading in Washoe. Those voters also continue to dominate in legislative districts. Non-Partisan is the largest bloc in over 50 percent of both state senate and assembly districts. When combined with minor party share, the share leads in just under 80 percent in the state senate and over 80 percent in the assembly.

With an announced major voter roll maintenance adjustment still pending in Clark County, we will have to wait to see how that impacts voter share going forward.

Democratic Party Continues Voter Share Loss, GOP Not So Much

In addition to low voter turnout in the primary, June voter registration numbers continue to show voters abandoning both the Democratic and Republican Party with losses of the Democratic Party greater than losses seen in the GOP.  Among voters 18-34 years of age, Non-Partisan voter share is closing in on 50 percent, 60 percent when combined with minor party share.

With primary election turnout below 20 percent, it does not appear many voters took advantage of same-day voter registration to vote in the partisan races. (The report is not yet available) Where party membership is not required to vote in the general election, can we expect major party voter share to fall even more?

Primary Election Appears Not To Impact Voter Share Trend

Early voting is underway in this year’s primary election, however, as has been the trend in recnt past primary elections, May voter registration numbers show no impact in voter registration trends. With that said, in addition to Non-Partisan posting the largest gains in both voter share and raw numbers, the Republican Party gained slightly among voters 18 to 34 years of age and held even in Clark County and among voters over 55 years of age.

Non-Partisan continues to be the largest voting group in the state, in Clark County, and among voters 18 to 34 and 35 to 54 years of age. Additionally when combined with minor party registration, it is the leading group in Washoe County and is just under 56 percent of voters 18 to 34.

In all 42 districts (100%) the number of voters registered as Non-Partisan or the total number not affiliated with either major party is greater than or within 5% of the number of voters registered to one of the major parties.

In 32 (76.19%) of the 42 districts the percentage of voters not registered as Democratic or Republican is the leading group of voters. NP holds the top share in 17 districts (40.48%) ADs 5,8,9,11,15,16,18,20,21,24,27,28,29,30,35,41, and 42

Average non-major party voter share counties is now 32.85 percent, an increase of 0.33%.

As candidates gear up their campaigns, it will be interesting to see if the two major parties can generate enough interest to extend what happened in Washoe County in March to Clark County or is what occurred in Washoe a one-time jump that will revert back.

2024 One Party and Unopposed Races

During the 2015 Nevada legislative session, the legislature passed, and the governor signed Senate Bill (SB) 499, changing the way elections where only one major political party (Democratic or Republican) fields candidates for a partisan office.

Prior to SB499, if just one party had candidates, no minor party or Non-Partisan candidates, if only two candidates filed, there would not be a primary for that race. The two candidates would go directly to the general election so all voters could have a voice. If there were three or more, there would be a primary and the top two finishers would advance to the general election, again, so all voters would have a voice.

Under SB499, the candidates, regardless how many, appear on the primary ballot and the winner of the primary advances to the general election UNOPPOSED. In plain terms, the winner of the primary wins the position.

Since primary elections for partisan offices are closed, only voters registered in that party are allowed to vote. In a typical primary, the average turnout is about 23 percent. This means that if the voter share of total voters in the particular district is 35 percent, we can assume that 23 percent of the 35 percent; just eight percent of the voters of that party are voting. If there are more than two candidates, the winner may get under five percent support of party members and far less of the total active registered voters in the district.

This election, there are 18 races where only one party has candidates, three for the legislature and 15 for county commission.

Another area where vote choice is limited is if candidates are unopposed. This cycle there are 17 races.
